Decide what wiring needs replacing. Plan how to get cables through finished rooms. Compare your Loudoun rewire quotes before walls open.
Establish why the house needs rewiring
Before you agree to a whole house rewire, ask the electrician which wiring is failing. Ask how far the problem extends. Their report should separate damaged cables from failing connections and circuits that need more capacity. Ask which findings justify rewiring the whole house. Which could you fix with a smaller repair?
Virginia's existing-building rules treat repairs differently from alterations. They allow you to repair existing electrical wiring or replace it with like material, subject to the applicable requirements. They generally leave wiring outside the repair alone. That does not prove your wiring is safe. But a fault does not automatically mean you have a legal duty to rewire every room.
If your electrician finds aluminium branch wiring, ask how they propose to repair it. The Consumer Product Safety Commission describes copper rewiring and COPALUM repairs. It lists AlumiConn as an alternative where COPALUM is unavailable. It does not accept ordinary twist-on pigtails as a permanent repair. Its advice covers the branch wiring described in the booklet, not every aluminium service cable. Ask for a written comparison of suitable options for the wiring found in your home.

Define what “whole house” includes
Ask for a room-by-room list of work instead of relying on the “whole house” label. Ask which circuits the contractor will replace. Which outlets and lights do they serve? Which existing wiring will stay live? Include appliance circuits, the attic, basement and attached garage in that discussion. List detached buildings separately so nobody assumes the house price includes them.
Loudoun's electrical application lists service rating, subpanels, receptacles, lights and appliance equipment separately. Compare bids the same way. Replacing branch wiring does not tell you what happens to the panel or incoming service. If a quote adds service work, ask why you need it. Ask for a separate price.
Settle who removes accessible old cable. Ask how the electrician will deal with abandoned wiring. Agree how they will label circuits that stay. Ask for a circuit directory that matches the finished work. These are details to put in your contract. Loudoun's application does not promise you a particular package.
The permit describes the authorised work, as explained in the county electrician page. Before the crew starts, check that it matches the work in your signed agreement.

Plan the cable routes before opening walls
Walk through the house with your contractor. Mark where they propose to open it up. Ask where cables can run through unfinished spaces. Where must finished walls open? Would any route mean cutting framing? Put in writing who handles plaster, drywall, trim and paint. If someone promises to “patch”, ask whether that means ready to paint or fully finished.
Virginia's alteration rules matter when you need to open up more of the house. Extending or reconfiguring a system counts as a higher level of alteration than simply replacing components serving the same purpose. The rules also cover insulation where work exposes stud cavities in exterior walls. Ask your contractor to settle those requirements before pricing wall repairs. Closing a cable opening may involve different work from rebuilding an exposed wall cavity.
Loudoun's residential alteration guidance says plans must detail structural elements. It also lists separate building and trade permits for that work. If rewiring means changing walls or framing, ask Building and Development which permits and drawings you need. Do not assume an electrical permit covers every change needed to reach the cable.

Check exterior work in a historic district
Rewiring in Waterford, Aldie or another county historic district? Separate interior cable work from proposed exterior changes. Loudoun lists interior alterations as work that does not need a Certificate of Appropriateness. Its county historic-district guidance says most exterior changes need review and approval before work starts.
Your electrician may propose exterior conduit, a relocated meter enclosure or a new opening through the facade. Show county planning staff that work before you agree to the route. This check depends on your project. It does not mean every rewire needs historic review. The county says to ask staff whether you need a certificate.
Check the district boundary too. Loudoun says Waterford's National Historic Landmark boundary extends beyond the district the county administers. A historic designation in your property description alone does not tell you which county review applies. Settle the exterior work while your contractor can still compare routes.

Agree on outages and when walls can close
Ask for a written plan showing which rooms will lose power at each stage. Ask what you can use overnight. Ask when the electrician expects each stage to be ready for inspection. List essentials such as refrigeration, heating controls and a well pump before you decide whether to stay at home. We could not verify a Loudoun average from a primary source for rewire duration or time without power.
Loudoun lists rough-in and final electrical inspections for residential alterations. Virginia requires applicable electrical work to be inspected before you cover it up. If cables are fished through existing walls, have your electrician agree with the inspector what must stay visible before patching.
If an inspector finds defective work, Virginia requires you to get it corrected. It must be inspected again before you cover it up. Make your electrician responsible for those visits. Schedule wall repairs around that approval. Keep the written final result. Lights coming on does not mean the permit is complete.

Compare the price against the finished job
We could not find a Loudoun-specific installed price for whole house rewiring in a primary public source. We could not find a price per square foot either. The county fee schedule discussed on the county electrician page covers public charges. It cannot tell you what a rewire should cost.
Compare quotes using the same circuit list, access plan and standard of finish. Ask each contractor to list charges for service equipment, wall repairs and any temporary power. Settle how they will price hidden problems before extra work starts. Ask who pays to reopen a wall if someone covers the work too soon.
Virginia's contractor rules require a signed residential contract before work starts or payment is accepted. It must say how the price is worked out. It must list progress payments. It must give start and estimated finish dates. It must describe the requested materials and work. Changes affecting cost, materials, scope or the estimated finish date must be put in writing. All parties must sign them. If you discover another cable problem during a rewire, get a clear change order. It should describe the added work and its price.
